Nowadays the Internet covers and integrates many different applications. In the next few years not only best-effort data traffic, but also timecritical applications demanding quality of service as well as rate guarantees for data traffic will have to be supported. Therefore this work presents a terminology which can be adopted in analyzing and designing high performance computer networks by using the requirements and constraints for that network. It applies a threshold to all possible network parameters to ensure that the designed network will provide a deterministic high performance service. Initially, the thesis presents the latest modern technique that had been adopted as transmission technologies in the area of the Internet. It then gathers the requirement to develop a high performance network to be connected to the Internet. The combination of requirements from the users, hosts, networks and applications services point of views with the transmission technologies has been used in the design of the proposal network. A case study has been done that is considered to be close to the national requirements, and it has been found that the traffic on the network is highly affected by the user's activity which is affected by the hours of the day. Finally a threshold to the utilization and service time is applied to the Web server by using the queuing analysis techniques that the server must be within an acceptable region during the peak period.
