
The College of Law at Al-Nahrain University discusses the PhD thesis submitted by the student Alaa Adnan Qasim Laibi, entitled The Effectiveness of the Council of Representatives Jurisdiction in Supervising the Activities of Local Administrative Units in Iraq in the Department of Public Law.
The study aims to assess the effectiveness of the Council of Representatives’ jurisdiction in supervising the activities of local administrative units in Iraq by analyzing its legal framework, oversight mechanisms, and their practical implications. It also seeks to identify the obstacles that limit the effectiveness of this jurisdiction and to propose remedies that would strengthen parliamentary oversight while achieving a balance between the autonomy of local administrative units and the requirements of legality and accountability.
The thesis addresses the specific nature of the supervisory jurisdiction of the Council of Representatives over the activities of local administrative units, and the extent of its ability to ensure legality and accountability while preserving the autonomy of these units. It also diagnoses shortcomings in the legal framework and practical application, thereby contributing to the development of the legal framework and enhancing the effectiveness of parliamentary oversight.
The Examination Committee decides to accept the thesis subject to the incorporation of the required amendments and recommended that the student be awarded a PhD degree.
