نظم قسم الرقابة المحاسبية والمالية في كلية اقتصاديات الأعمال بجامعة النهرين ندوة علمية بعنوان “السياسة الجنائية المعاصرة لمكافحة جرائم المخدرات ومدى تأثيرها على المجتمع العراقي”، بحضور نخبة من الأساتذة والطلبة. قدم الندوة المقدم الحقوقي محمد محسن عبد العالي والأستاذ المساعد الدكتورة منى كامل حمد، حيث تناولت التحديات التي يواجهها العراق في مكافحة جرائم المخدرات وتأثيرها على الأمن المجتمعي، إلى جانب استعراض سبل تطوير الاستراتيجيات الجنائية لمواجهتها.
هدفت الندوة إلى تسليط الضوء على القوانين والسياسات العراقية لمكافحة المخدرات، مع التركيز على أبرز التحديات القانونية والاجتماعية التي تعيق عمل الجهات المعنية. كما سعت إلى تعزيز الوعي بمخاطر المخدرات من خلال تحليل دور التشريعات في الحد من انتشار هذه الظاهرة، ومناقشة آليات التعاون بين المؤسسات الحكومية والمجتمع المدني في مكافحتها.
وأوصت الندوة بضرورة تحديث القوانين المتعلقة بمكافحة المخدرات لتكون أكثر فاعلية في مواجهة التحديات الراهنة، مع تشديد العقوبات على المهربين والمروجين، وتوفير برامج تأهيل للمدمنين. كما أكدت على أهمية تنسيق الجهود بين وزارة الداخلية ووزارة الصحة والجهات القضائية لتعزيز الاستجابة المشتركة، إلى جانب إطلاق برامج توعية مجتمعية من خلال حملات تثقيفية تستهدف الشباب وطلبة المدارس.
كما دعت الندوة إلى إنشاء مراكز متخصصة لإعادة تأهيل المدمنين نفسياً واجتماعياً، وتشجيع البحوث العلمية لفهم ديناميكيات تعاطي المخدرات وآثارها على المجتمع. وأخيراً، شددت التوصيات على أهمية إشراك منظمات المجتمع المدني في جهود الوقاية والعلاج، بهدف تعزيز سلامة المجتمع العراقي وحمايته من هذه الآفة.

The College of Business Economics Organizes a Seminar on Contemporary Criminal Policies to Combat Drug Crimes
The Department of Accounting and Financial Auditing at the College of Business Economics, Al-Nahrain University, organized a scientific seminar titled “Contemporary Criminal Policies to Combat Drug Crimes and Their Impact on Iraqi Society”. The event was attended by a group of professors and students and was presented by Legal Officer Lt. Col. Muhammad Mohsen Abdul Aali and Assistant Professor Dr. Muna Kamel Hamad. The seminar addressed the challenges Iraq faces in combating drug crimes, their impact on societal security, and ways to develop criminal strategies to counter these issues.
The seminar aimed to shed light on the laws and policies in place in Iraq to combat drug crimes, identifying key legal and social challenges facing the relevant authorities. It also sought to raise awareness about the dangers of drugs by analyzing the role of legislation in curbing this phenomenon and discussing mechanisms for collaboration between government institutions and civil society in combating it.
The seminar recommended updating drug-related laws to make them more effective in addressing current challenges, tightening penalties against traffickers and promoters, and providing rehabilitation programs for addicts. It emphasized the importance of coordinating efforts between the Ministry of Interior, the Ministry of Health, and judicial authorities to enhance joint responses. It also highlighted the need for community awareness programs through educational campaigns targeting vulnerable groups, such as youth and school students.
Additionally, the seminar called for establishing specialized centers for the psychological and social rehabilitation of addicts and encouraged scientific research to understand the dynamics of drug abuse and its effects on society. Finally, the recommendations stressed the importance of involving civil society organizations in prevention and treatment efforts to promote the safety and well-being of Iraqi society.
